Prior to the meeting, Councillors toured the Lightning Ridge Visitor Information Centre, which is currently being refurbished (Pictured from left to right Councillors Pauline Kearl, Alf Seaton, Daniel Walford and Director of Corporate and Community Anthony Doyle) . With a fresh coat of paint and new stock arriving soon, Council looks forward to welcoming new and returning visitors — and encouraging locals to step in and rediscover the space.
Council received the QBRS as at 31 December 2025, providing a six-month snapshot of Council’s financial performance, project delivery and overall budget position for the 2025–2026 financial year.
Council approved the sale of 161 Deposited Plan 882747, Bate Street Walgett NSW 2832 for $25,000.
Council approved the reallocation of $200,000 in existing capital funds to construct a new 6 x 12 metre shed and canteen facility at the Lightning Ridge Cricket Ground, Kaolin Street.
The funding had previously been set aside as Council contributions toward external grant applications for oval lighting and Burren Junction improvements. As those grant applications were unsuccessful, Council resolved to redirect the funds toward a project that can now be delivered directly within the 2025–2026 works program — providing tangible infrastructure improvements for the community.
Council received and noted the Quarter 2 (October–December 2025) progress report for the 2025–2026 Annual Operational Plan. The Plan translates the strategic priorities of the elected Council into practical actions and measurable outcomes delivered by staff throughout the financial year.
Council approved a contribution of $75,611 under Section 356 of the Local Government Act 1993 to support maintenance of approximately 19.6 kilometres of Car Door Tour tourist roads within the Lightning Ridge Area Opal Reserve.
This funding comes from the 2025–2026 adopted budget allocation for “Tracks in Use” and supports continued access to one of the region’s most iconic tourism experiences.
Council will also apply to the Small Scale Titles Levies Fund (administered by NSW Resources) to undertake maintenance grading of the Orange Car Door Tour section classified as an orphan road, subject to landowner consent.
Council resolved to provide financial assistance to the Lightning Ridge Race Club by way of a loan arrangement of up to $42,405 (GST inclusive), subject to a formal written agreement.
The funding will support essential inside fence works at the Lightning Ridge Racecourse, helping ensure this year’s race meeting can proceed. The race meeting is a long-standing community event that contributes to local social and economic activity.
Loan terms — including repayment schedule and reporting requirements — will be formally documented to ensure appropriate governance and accountability.
